Peer Review Process

Journal of Intelligent Systems, Electrical, and Computer Engineering (JISECE) employs a rigorous, double-blind peer review system aligned with SINTA’s quality criteria. Our goal is to ensure that each published article demonstrates originality, technical soundness, ethical integrity, and a clear contribution to the fields of intelligent systems, electrical engineering, and computer engineering.

1. Submission & Initial Screening

  • Format & Scope Check: Editorial staff verify compliance with author guidelines (template, word count, reference style) and fit with JISECE’s scope.
  • Similarity & Ethics: All manuscripts are run through a plagiarism detection tool (≤ 25% similarity threshold). Ethical approvals and declarations must be provided if research involves human/animal subjects.
  • Desk Rejection: Submissions failing any criterion (e.g., out of scope, poor English, missing ethical statements) are rejected without external review, typically within 1 week.

2. Reviewer Assignment & Invitation

Manuscripts passing initial screening are assigned to a Handling Editor, who selects at least two qualified reviewers based on expertise, publication record, and absence of conflicts. Invitations are sent via OJS; reviewers have 7 days to accept or decline.

3. Double-Blind Peer Review

Reviewers receive anonymized manuscripts and are asked to assess:

  • Originality and novelty of ideas
  • Methodological rigor and reproducibility
  • Clarity of presentation (figures, tables, language)
  • Validity of results and strength of conclusions
  • Appropriateness and completeness of references

Reviewers submit detailed reports and a recommendation (Accept, Minor Revision, Major Revision, Reject) within 3–4 weeks.

4. Decision & Author Revision

  • Editor’s Decision: Handling Editor integrates reviewer feedback and issues one of four decisions. Detailed decision letters are sent via OJS.
  • Revision Guidelines: For Minor/Major Revisions, authors must submit a clean revised manuscript plus a point-by-point response letter addressing each reviewer comment.
  • Re-Review: Revised manuscripts for Major Revision are returned to original reviewers; Minor Revisions may be checked by the Editor only.

5. Final Acceptance & Production

Upon final acceptance, manuscripts undergo:

  • Copy-editing & Proofreading: Language polishing and consistency checks.
  • Layout & Typesetting: Conversion to journal format (PDF/HTML).
  • Author Proofs: Authors review and approve final proofs within 5 days.
  • Publication: Articles are published online with DOI registration and indexed in Google Scholar.

6. Appeals & Complaints

Authors may appeal a rejection by submitting a formal letter within 2 weeks, outlining factual inaccuracies or overlooked evidence. Appeals are handled by the Editor-in-Chief or an independent committee and concluded within 4 weeks.

7. Ethics, Confidentiality & Recognition

  • All participants must adhere to COPE guidelines and JISECE’s Publication Ethics.
  • Reviewers declare any conflicts of interest and maintain strict confidentiality.
  • Outstanding reviewers are recognized annually on the journal website and may receive certificates.
